Dad's 10 year old Toshiba has gotten slow & weak so he needs a new lappy. His requirement are as follows :-

    1. Skype for video chat, so integrated webcam needed.
    2. Check his office mails i.e. Outlook Express & Yahoo Mail on the net.
    3. Internet usage as & when required.
    4. Lightweight & With Decent Size Screen. ( My Office Dell Vostro I Like For Its Size & Weight But Don't Want To Give Him Dell As Parts Are Expensive Like Batteries For Example )
    5. Battery Backup needs to be very good.
    6. Budget Rs. 45k or lower.
    7. Backlight keyboard would be nice though not necessary.
    8. Bluetooth, wifi, dvd drive, lots of USB & other essential ports.
    9. Speakers need to nice & loud specially while doing Skype Video Calling & Chat.
10.The laptop must be fast & service backup from the company must be very good & must have a vast service network.

We have a computer guy who looks after his office's computers trustworthy & pretty helpful should one buy from him or somewhere else like an authorized dealer?

    He does not play games.

Also guys the inbuilt WIFI in the lappy must be strong enough to catch the signal at the basement or first floor.

Brands in my mind Lenovo, HCL, HP & Panasonic Toughbook if possible at this price or if one could tell me what is the lowest price as dad would not mind a Toughbook. Not sure about Samsung, Toshiba, Acer, Asus, Sony, Dell.

I would suggest going for the entry level ultra books from Sony n HP.

They are light weight, Slim n give quite good battery life.

Though you will need to compromise on the Optical Drive.
