Advise Which Free Video Cutter/Extractor

Alright I need something that allows me to extract or cut a video clip. I need to take out a few seconds of video and post it for the-member-formerly-known-as-initpidzero and has changed his id to an un-rememberable name.

And something that's not lined with malware or some hidden software crap. I did find a bunch of them on download.com and some free video cutter, but not sure if they are safe to use without being harassed.

Windows Movie Maker is pretty handy.

VLC can do this?
Or is it just encoder?

 

Dunno about either.. anything like a simple start stop selection and then extraction??
